Seeds operator hand-edits across every formerly-destructive surface
(config.json unknown keys, .env comments/order/encoding, managed sandbox
drift classifier, managed instructions drift gate) and asserts each edit
survives a setup/sync rerun. Exercises the shared writer/reconciler
mechanisms directly; DB-backed variants covered by the embedded-Postgres
suites named in the file header.
