Recognize delivered workspaces and reap terminal worktrees (#10908)

Fully terminal delivered workspace trees are archived only when no active run holds the checkout. **Reason and benefit** Operators and automation receive an honest delivery signal, while shipped worktrees stop looking active forever and genuinely unmerged work retains its warning. **Breaking changes** The workspace payload gains a derived field. feat(workspaces): defer isolated setup until runtime start (#10653)

This pull request supersedes it with end-to-end runtime provisioning and safe cleanup. **What existing behavior does this improve?** This improves isolated worktree creation, runtime service startup, and isolated instance cleanup. **Subsystem affected** Cross-cutting: CLI worktree setup, server runtime orchestration, shared workspace contracts, and development scripts. **Current behavior** Paperclip seeds an isolated development database during worktree creation. fix: repair dirty/foreign-branch execution worktrees (#9297)

Before this change, the dirty mismatch remained blocked because Paperclip had no quarantine restore mode. **Paperclip version or commit** Observed on the pre-fix workspace-recovery implementation.
