fix(runner): integrate consolidated Phase 7 tracks

Preserve the existing explorer while wiring the accepted mock, semantic, live, and issue-thread surfaces together. Keep fixture-only command capabilities separate from model-visible grants and split browser-safe exports from Node transports.
