ci(storybook-visual): publish the initial visual baseline

828 snapshots (414 stories x 2 themes) generated on ubuntu-24.04 by
workflow run 30609411449 from this branch, packed deterministically and
published sha-addressed to pages.paperclip.ing. The label-gated Storybook
visual check can now actually download a baseline and pass.
