Add External Task Protocol specification

Symphony-style normative spec for interoperating with external task
managers (Linear, Jira, Asana, Notion, Trello, GitHub Issues):
normalized task model, task links, agent routing without external
users, Symphony execution profile, write/sync policy, conflicts,
security invariants, and provider profiles.
