Merge landed issue recovery ancestry into deferred receipts

Resolve fourteen ancestry-only regions in six files by retaining the already qualified deferred owner registration, queue topics, reaper delegation and transactional eligibility producers. Landed master tree equals the qualified B parent; resulting whole candidate tree remains byte-identical to d6d0b67e8a.
