fix(ui): drop duplicate page-level EnforcementBanner on Tools (PAP-10790)

OverviewTab and RuntimeTab each render their own EnforcementBanner
(info data-driven / warning trust-tier respectively), so the
page-level banner in ToolsAccess stacked a second identical info
banner above the Overview metrics and above Runtime's warning.
Move banner ownership fully into the tabs and remove the
ToolsAccess-level call + now-unused import.
