DottaandPaperclip fff60782d2 fix: bound durable workspace seed cache publication ...

Enforce workspace and company generation, byte, and directory caps under one company lock. Cache saturation and free-space limits preserve per-run seeds and skip optional publication without deleting existing recovery evidence.
