DottaandPaperclip ff0f976de1 fix(native-runtime): retain remote recovery failure reasons (#16341) ...

Preserve closed marker-read and process-verification reasons through native recovery failures and operator reports. Keep existing transport errors and reattachment ownership checks.

Add shell, process-probe, persistence and privacy regression coverage. All current-head CI checks pass and Greptile is 5/5.
