DottaandPaperclip e6ecaa182e Fix silently skipped change-consent gate suite by awaiting Postgres probe ...

The embedded-Postgres support probe returned a promise that was never
awaited, so `supported` was always falsy and all 4 gate tests skipped.
QA (PAP-13227) validated this fix; committing it so the suite stays live.
