DottaandPaperclip 805d165bc3 fix: require committed credential changes before resuming setup ...

Keep verification-key handoffs pending across old health, unchanged credentials, and retries. Commit opaque field generations and an active-state fence with vault refs, then require renewed signing verification and current authority before continuation. Reauthorize credential writes before persistence and inside the transaction. Freeze only Date in rate assertions to prevent minute-boundary flakes.
