Skip full tool discovery when no enabled, active Browser Use connection exists for the run company. Configured connections retain existing authorization and discovery.

Verified exact head 7fdf51eae8: full CI, E2E, Superagent and Apex 5/5; 29 affected lifecycle tests and full repository typecheck/build pass.
