Harold KimandPaperclip f4514f3c6d fix: update stale blast-radius test assertion for active_runtime_use ...

The createDeleteBlastRadius helper now includes 'active_runtime_use' in
deleteBlockedReasons when hasActiveRuntimeUse is true. The existing
blast-radius test for instance admins passed activeLeaseCount: 1, so
the helper produces canDelete: false / deleteBlockedReasons: ['active_runtime_use'],
but the assertion still expected the old canDelete: true / deleteBlockedReasons: [].
