DottaandPaperclip f17bfd73ba fix: align gateway install filtering with policy evaluation ...

Use the canonical tool gateway policy evaluator to identify every connection a managed gateway can expose. Cover allow-default exclusions and namespaced tool selectors so install checks cannot diverge from runtime gateway behavior.
