Devin FoleyandPaperclip dd8117914e fix: skip comment retry for comment wake runs ...

Comment-triggered heartbeat runs (issue_commented, issue_comment_mentioned)
are responses to user comments and should not require the agent to post its
own comment. Without this, the missing-comment retry creates an unexpected
third run that causes the heartbeat-comment-wake-batching test to fail.
