DottaandPaperclip 93acc1d1a2 Add document feedback skill guidance for agents ...

Adds a new reference (skills/paperclip/references/document-feedback.md)
covering the review-index API, anchored annotations, document-level
review threads, and suggested edits introduced in PAP-10523. Wires a
short Document Feedback section into SKILL.md and adds the endpoint
table rows to references/api-reference.md so agents handle plan /
product / report doc feedback without scraping UI.
