DottaandPaperclip 9f3fc2094f Fix shared workspace seed capacity and trace deferred copyback (#18181) ...

Apply the existing company quota to company-shared workspace seed buckets. Preserve individual seed limits and recheck size after verification.

Trace each deferred native workspace finalization check and its resumed copyback under the same hashed run ID. Keep existing admission, ownership and retry behavior.
