Add PriorityIcon and timeAgo to IssuesList mobile rows to match the
pattern used in Inbox and Dashboard. Align Dashboard row padding to
match Inbox. All mobile issue rows now show: title (2-line clamp),
then priority + status + identifier + relative time.
