Adds members + roles/grants/scopes editor to the Paperclip EE permissions
plugin company settings page so EE can edit member access through capability-
gated SDK methods. Companion test harness improvements let plugin tests seed
members and grants and observe persisted writes through `access.members.*`
and `authorization.grants.*`.
