Keep the scan-start cutoff when restoring a future deadline so work
that becomes due during a slow scan receives an immediate rescan.
Keep already-overdue blocked work on heartbeat recovery.

Notify monitor work inside the native tool mutation transaction,
including updates to another owned task. Leave replay and rejected
mutations silent, with the existing authorization and receipt checks.

Reproduced both crossed-deadline failures and the missing native
notification before fixing them. Verified 120 focused tests with real
PostgreSQL native monitor writes, server typecheck, and server build.
