DottaandPaperclip 88fc599c99 fix(watchdogs): make self-review wakes idempotent ...

Use a database-unique self-watchdog wake key, recover the winning durable run
on concurrent enqueue, compare-and-set the reviewed fingerprint, and serialize
review-comment repair.
