DottaandPaperclip bf223596ab fix(runner): bootstrap fresh sessions in replacement sandboxes (#17320) ...

Reuse the untouched-session proof and atomic directory claim when a sandbox
replacement carries a provider session that has never run. Retain verified
restore for saved backups and all prior or ambiguous session activity.
