DottaandPaperclip b599f10b06 fix(runner): preserve the Codex server across restarts ...

Run one local Codex app server outside Runner D and reconnect each Runner D generation through a private Unix WebSocket proxy. This keeps the production provider thread and pending JSON-RPC call alive when Runner D is killed.
