DottaandPaperclip b3cf40aa29 Add issue Documents tab + Open-in-Documents ergonomics (PAP-10569)

Applies PAP-10571 must-fix UX review items to the Documents library:

1. + New document CTA on filter row (top-right) and empty state
2. Linked-work filter — client-side backlink-identifier search, URL-state
   debounced, chip + clear behaviour matches Status/Owner pattern
3. Sort lifted to labelled "Updated ↓" dropdown next to filters;
   sliders popover now holds only Has-feedback / Trusted-sources toggles
4. Status labels: Title Case (In review / Draft / Approved / Archived)
   via DOC_STATUS_LABEL map in DocumentRow; StatusBadge untouched
5. Identifier prefix: "PAP · ux-spec" format (companyPrefix prop on
   DocumentRow); story updated with companyPrefix="PAP"

All existing tests pass; typecheck clean.

@paperclipai/ui

Published static assets for the Paperclip board UI.

What gets published

The npm package contains the production build under dist/. It does not ship the UI source tree or workspace-only dependencies.

Storybook

Storybook config, stories, and fixtures live under ui/storybook/.

pnpm --filter @paperclipai/ui storybook
pnpm --filter @paperclipai/ui build-storybook

Typical use

Install the package, then serve or copy the built files from node_modules/@paperclipai/ui/dist.
