Resolve the exact delivery through its primary key before looking up stale-head cancellations. Backport the predicate from #17664 while preserving the current worker lifecycle and receipt checks.

Verified 372 selected tests, workspace typechecking, the server build, green CI, and an Apex 5/5 review.
