Devin FoleyandPaperclip a8c6256c72 fix: fence accounting closure and budget stops against recovery races ...

Keep retryable native receipts pending, preserve cumulative recovery usage, complete admission before atomic dispatch, and serialize retry gates in accounting lock order. Revalidate budget enforcement at its durable stop intent and retain startup failure proof.
