DottaandClaude Opus 4.8 b0f00f9334 Document comments: doc-order sort, hover + focus congruence (PAP-10960)

Follow-up to board feedback on the inline comment panel:

- Sort threads in document order (by normalizedStart/markdownStart), not
  recency, so the comment list stays congruent with the highlights.
- Scroll the focused thread card into view in the pane whenever a thread
  becomes focused — both when a new comment is added (optimistic focus)
  and when its highlight is clicked in the document.
- Strengthen the focused-thread outline (ring-2 ring-primary) so the
  selected comment is obvious in the list.
- Tint a highlight's run on hover in the document so it's clear which
  highlight you're pointing at.
- Carry the anchor's document position onto the optimistic thread so a
  freshly-posted comment sorts into the right spot immediately.

Adds a regression test asserting document-order rendering.

Published static assets for the Paperclip board UI.

What gets published

The npm package contains the production build under dist/. It does not ship the UI source tree or workspace-only dependencies.

Storybook

Storybook config, stories, and fixtures live under ui/storybook/.

Typical use

Install the package, then serve or copy the built files from node_modules/@paperclipai/ui/dist.
