DottaandPaperclip 9b3c53923c fix(runner): stop settlement publication after persistence failure ...

Publish staged ACP resolutions only after their atomic state write succeeds. Latch persistence failures across commands, polls, retained event drains and acknowledgements; stop owned processes without overwriting uncertain snapshots. Cover failed rename and post-rename writes, mixed requests, acknowledgement failure and indeterminate command replay.
