Devin FoleyandPaperclip 9b1b905e01 fix(heartbeat): answer an unsettled adapter Stop with a 409 instead of a 500 (#16032) ...

An owned adapter Stop that is still settling when the 60s request wait
expires now returns 409 adapter_stop_pending instead of escaping as an
HTTP 500. Stop proof, lease and restore ownership are unchanged.

Sentry is notified only when the same execution is still unsettled ten
minutes after the Stop request (measured from stopRequestedAt), so real
Stop hangs stay visible and slow workspace sync-back no longer pages.
