Skip repeated successful native release checks for the same unchanged source within one recovery pass. Preserve every saved request, failure retry, cursor update, source change, legacy path, and current admission gate.

Verified with 201 focused tests, 32 full-control queue cases, build and typecheck. Exact-head CI is green, Greptile is 5/5 with Low impact, and no review threads remain unresolved.
