DottaandPaperclip 8804ee9bba Add fixtures, Storybook stories, tests + screenshots for C3 verdict card

- Fixtures: pending (S1/S2), partial (S3/S4), complete (S5), superseded (S6),
  many-items (S7) request_item_verdicts interactions.
- Storybook: interactive draft->apply story + terminal-state stories under
  Chat & Comments/Issue Thread Interactions.
- Tests: getItemVerdictProgress + buildItemVerdictsSummary (lib) and card
  render/apply/reason-gate/terminal/superseded (component). 40 related tests green.
- scripts/screenshot-verdicts.mjs + screenshots/pap-13249 (S1/S2,S4,S5,S6,S7 at
  1440x900 and 390x844, light + dark).

Published static assets for the Paperclip board UI.

What gets published

The npm package contains the production build under dist/. It does not ship the UI source tree or workspace-only dependencies.

Storybook

Storybook config, stories, and fixtures live under ui/storybook/.

pnpm --filter @paperclipai/ui storybook
pnpm --filter @paperclipai/ui build-storybook

Typical use

Install the package, then serve or copy the built files from node_modules/@paperclipai/ui/dist.
