DottaandPaperclip 875d763c1d fix: back off expired deadlines during domain drain ...

Keep a future in-memory resume wake when domain dispatch is paused independently of coordinator admission. Preserve the saved obligation without rescheduling its expired deadline into an immediate skipped-attempt loop.
