DottaandPaperclip 833d068741 fix(goals): enforce company boundaries for parent goals (#19203) ...

Validate parent goals within the child's company and retain parent references through each write transaction. Validate raw plugin patches with the shared goal PATCH contract and keep goal identity immutable. Add real PostgreSQL and plugin RPC regressions for denied writes, valid edits and concurrent reference checks.
