Decline native legacy-continuation checks before loading saved execution input. Preserve exact nonblank task bindings, skip reasons, complete legacy recovery inputs, company scope, and retry accounting.

Verified with 105 recovery tests, the full build, and typecheck; the binding review fix passed 73 affected tests and server typecheck. CI is green and exact-head Greptile is 5/5 at Medium impact with no unresolved comments.
