77faf1744e Add humanized cadence + danger-confirm primitives (PAP-14944)

Standalone building blocks for the P3 agent-configuration section upgrades:

- lib/cadence.ts: seconds<->humanized (Every N unit) with an exact
  round-trip and a runs/day consequence preview, plus regression tests.
- CadenceField: "Every [N] [unit]" control with a live "≈ 288 runs/day"
  preview; stores/emits seconds unchanged.
- DangerToggleField: confirm-on-enable consequence dialog for
  high-consequence toggles (skip permissions / bypass sandbox). Disabling
  applies immediately; enabling requires explicit confirmation.

Wiring of these into AgentConfigForm/AgentDetail lands with the rest of the
shared agent-config-redesign branch.

What gets published

The npm package contains the production build under dist/. It does not ship the UI source tree or workspace-only dependencies.

Storybook

Storybook config, stories, and fixtures live under ui/storybook/.

Typical use

Install the package, then serve or copy the built files from node_modules/@paperclipai/ui/dist.
