DottaandPaperclip 768249cab0 fix(native): drain source events before durable controller handoff ...

Preserve source identity and accounting while reconstructing cold controllers. Keep a compact staged handoff through command delivery and authenticated adoption, and retire it with existing persistence after target checkpoint publication.
