DottaandPaperclip 7560accda8 fix: report incomplete sleep schedule diagnostics ...

Keep oversized catalogs blocked while distinguishing an incomplete inspection from known work. Preserve ordinary eligibility and SQL; verify both catalog bounds and mixed known and unknown reasons.
