DottaandPaperclip 6d31d1265d fix(server): close ephemeral enrollment safety gaps ...

Refuse unresolved local working copies, expire every due trace page through its owner, and enforce the export deadline after success. All 20 focused checks pass, including real PostgreSQL/S3 and the rebuilt executable.
