Publish the PRP v1 expressiveness audit and its crosswalk as a
self-validating artifact. Adds the JSON Schema the crosswalk already
referenced (previously dangling) encoding the audit invariants: control-
plane-local and breaking-v2 facts carry no wire target, additive v1
changes must name a correction plus JSON fixtures, and no fact may be
justified by a permissive payload field. The Vitest gate now validates
the crosswalk against that schema in addition to the structural checks.
