Carry the reviewed C2/GitHub/master producer and native authority union normally. Preserve the17-path aggregate cutover, passive acceptance harness, bounded runtime TTL cleanup and decision-target drain behavior. Historical measurements remain pinned; the final44 acceptance is still pending.
