DottaandPaperclip 6596b09e37 fix: verify and adopt native sandbox runners after app restart ...

Keep remote recovery out of host PID classification. Verify the exact remote state and process before adoption, preserve the controller journal on unavailable evidence, and retain local restart behavior. Cover externally owned state across real controller restarts.
