Review found two preloads that read more rows than a listing uses.

- The decision cache reads only the active catalog tools of the
  company. An entry that is not in that set uses the direct query, so
  cached and uncached decisions stay the same.
- connectedMcpToolsForCompany reads the catalog first. Then it reads
  only the connections that have listed tools, in the same read-only
  snapshot.
