Introduce src/catalog/ as the single machine-readable authority over the union (41) of the two hand-maintained semantic catalogs — src/tools/ (37, scenario/eval rich descriptor) and src/semantic-tools/ (28, live runtime engine). It names every operation's placement, claims, task modes, roles, side-effect class, idempotency, redaction, mock mapping, real-binding status, and PRP-evidence shape, and computes the full op-set + metadata divergence ledger (one claim, 15 task-mode, and the input-schema-shape differences) each with a recorded disposition.
