Carry the reviewed inventory/master parent with all history proofs. Keep pending and needs_reconciliation sandbox creation obligations blocking under the same reason. Prove actual owner cleanup and retained manual uncertainty, with scoped fixture teardown after worker settlement.

Preserve original RED, cross-suite isolation failure, and corrective qualification evidence. Native startup cancellation history remains conservative.
