DottaandPaperclip 06a3d9739f fix(runner): drain Pi snapshot acquisition through shutdown ...

Cancel and drain pending native snapshot copies through the command owner. Give Pi a finite cleanup grace before process-group termination, preserving lifetime fences and exact-child retirement. Retain the original canonical Stop pass with failed independent cleanup and add free regressions for both boundaries.
