Require a verified Cloud control actor for managed backup checkpoints.
Preserve post-dump verification errors instead of falling back with a
closed writer. Exercise real startup catch-up, flag rollback and retry
after failure, plus the successful pg_dump verification-rejection path.

Tested 51 backup/restore/startup checks, 122 route/safety checks, 32 signed
control checks, and server typecheck.
