DottaandPaperclip 56f8ff7bd5 Merge current recovery and regenerate status-card migration after master 0419 ...

Preserve the published concurrent comment uniqueness and read-state backfill migration. Regenerate the combined schema as migration0420 with the repository workflow and retain five snapshots. Add both upgrade-path controls without changing status-card execution policy.
