Devin Foley 55d849cedc test(ui): cover import progress, error panels, and disabled-state hints

The durable progress/error panels added to the company import page had no
test coverage, which also failed the PR quality gate. Add component tests
for the disabled-preview hint, the preview and import in-flight panels,
and the persistent failure panels (including the too-large package hint),
using deferred mutation promises to observe the pending state.

Published static assets for the Paperclip board UI.

What gets published

The npm package contains the production build under dist/. It does not ship the UI source tree or workspace-only dependencies.

Storybook

Storybook config, stories, and fixtures live under ui/storybook/.

Typical use

Install the package, then serve or copy the built files from node_modules/@paperclipai/ui/dist.
