Devin FoleyandPaperclip 52902517c0 Bound expired deadline retries while idle dispatch is paused ...

During idle drain the coordinator may reconcile transaction outcomes
while dispatch is disabled. A saved deadline can expire during that
phase and rearm at zero delay without advancing durable work. Keep
that retry at least one normal recovery interval apart.

Reproduced 22 pending checks in 20 ms before the fix. Verified the
bounded retry, release of the idle hold, and dispatch after drain,
plus 43 coordinator and related worker tests, server typecheck, and
server build.
