Tighten ACTIVE_CUSTOM_IMAGE_SETUP_STATUSES with `satisfies` so the tuple
type remains assignable to readonly EnvironmentCustomImageSetupSessionStatus[],
export the constant so routes can reuse it without duplicating the set,
move hasActiveRuntimeUse derivation before the deleteBlockedReasons array so
the reason is included in blast-radius responses, and add
releaseActiveLeasesForEnvironment to atomically release active leases on a
forced delete.
